AnyOrConfiguredRegionId	If there are regions configured in `RegionIdsFromConfiguration`, return true if that set contains the input param.
AnyOrConfiguredZoneId	If there are zones configured in `ZoneIdsFromConfiguration`, return true if that set contains the input param.
